The EU has adopted a regulation, which implies that per 24th October 2011 there is no longer a requirement for submission of certificate of origin for textiles to the EU.
It is therefore required in the future, that the suppliers instead stipulate the country of origin on the invoice.
Excluded are textiles imported into the EU with quantity restrictions, which currently are from North Korea and Belarus. From these two countries certificate of origin is still required.
However if the preferential tariff treatment is required, it remains that the consignment to be accompanied by an original GSP, EUR1, ATR, if you require the possibility for duty free / duty reduction.
